Philippines Explores Offshore Fuel Reserves and Ticketing Agreements Amid Middle East Tensions
Exploring Offshore Reserves
The Philippine government is exploring international options. Officials want to reserve petroleum products in overseas storage facilities as a safeguard against Middle East instability. Energy Secretary Sharon Garin announced a new Department of Energy initiative. The agency seeks offshore reservation agreements to secure extra petroleum supplies while local teams build domestic storage. Although the country maintains about 53 days of petroleum inventory, officials emphasize the need for proactive fuel stocks. This strategy protects the domestic market from global supply shocks extending into 2027.
Implementing the Ticketing Framework
Energy Undersecretary Alessandro Sales explained the new implementation plan. The Philippine National Oil Company Exploration Corp. is engaging private companies. They negotiate offshore reservation frameworks and call them ticketing. Under this system, the Philippines reserves crude oil or refined products abroad. The country pays a nominal annual reservation fee. This fee costs less than one dollar per barrel. The arrangement avoids massive upfront costs for physical purchases or construction. Officials can request delivery of the stored fuel at any time. Meanwhile, the Department of Energy instructed the Philippine National Oil Co. to preserve existing domestic stocks. The agency also advances plans to develop a new storage facility in Bataan by late 2027.
Strengthening Regional Cooperation
The administration is engaging with ASEAN member nations, Japan, Saudi Arabia, and the United Arab Emirates. They discuss regional petroleum stockpiling cooperation. These multi-layered energy security measures reflect a concerted effort. They help overcome domestic infrastructure limitations and protect the national economy from international price volatility. The government diversifies reserve strategies abroad and expands local storage capabilities. These steps ensure uninterrupted energy access for Filipino consumers.
