ERC Roadmap Targets Full Retail Electricity Choice for Filipino Households by 2031
A Five-Year Roadmap for Household Choice
The Energy Regulatory Commission (ERC) is drafting a new five-year roadmap. By 2031, every Filipino household will be able to select its own electricity supplier. This plan builds on an earlier market threshold reduction to 100 kilowatts. That milestone opened market access to about 12,000 mid-sized commercial and industrial users.
The new framework covers everyone from large factories to small homes. Consumers will gain the practical means to choose their power provider. This system relies on smart meters and strong consumer protections.
Smart Meters and Managing Stranded Costs
Full retail competition depends heavily on technological readiness. This requires widespread smart meter deployment and reliable data systems. However, regulators warn of potential challenges. Customer migration could leave traditional utilities with excess power supply commitments.
These unused commitments create gross stranded contract exposures. The commission is proposing specific contract transition plans. These plans prevent stranded costs from shifting to captive consumers. Stakeholders across Luzon, Visayas, and Mindanao can submit feedback. Public consultations will help refine the transition strategy.
Fostering Competition and Lowering Costs
These regulatory changes mark a major shift for the Philippine power sector. The market is moving toward a consumer-driven model. Extending choice to households encourages competition among generators and retailers. This increased competition could eventually lower electricity costs.
The ERC is currently reviewing stakeholder feedback on the roadmap. Success depends on balancing consumer freedom with grid stability.
