Basilio <\/b><\/p>\n<p class=\"p5\"><span class=\"s5\">EXPERTS AND LAWMAKERS <\/span>are now focusing on how <span class=\"s5\">f<\/span>lood-control projects have failed to <span class=\"s3\">prevent massive <\/span><span class=\"s5\">f<\/span><span class=\"s3\">looding in Metro<\/span> <span class=\"s5\">Manila and nearby provinces dur<\/span><span class=\"s6\">ing the onslaught of Typhoon Ca<\/span>rina (Gaemi).<\/p>\n<p class=\"p6\">A southwest monsoon enhanced by Typhoon Carina on Wednesday triggered torrential rains that caused heavy <span class=\"s5\">f<\/span>looding in the capital region, with authorities putting the death toll at 21 as of Thursday morning.<\/p>\n<p class=\"p6\">Most climate-related programs at the local and national levels have been solely focused on <span class=\"s5\">f<\/span>lood-control projects, said Dr. Pamela Cajilig, who teaches at the Building Science Studio Laboratory of the University of the Philippines\u2019 College of Architecture.<\/p>\n<p class=\"p6\"><span class=\"s7\">\u201cThey have failed precisely because the mindset is \u2018<\/span><span class=\"s6\">f<\/span><span class=\"s7\">lood-control,\u2019 which leads to measures that do not work well with nature and therefore lead to maladaptation, \u2018solutions\u2019 that negate their very aims, which is <\/span>to reduce <span class=\"s6\">f<\/span>lood risks,\u201d she said.<\/p>\n<p class=\"p6\"><span class=\"s3\">\u201cWe are not acting fast enough in terms of long-term disaster pre<\/span>vention and disaster mitigation.\u201d<\/p>\n<p class=\"p6\"><span class=\"s3\">\u201cGreater preparedness can reduce the need for post-disaster relief and ensure that allocated funds are able to reach further,\u201d she said, noting that based on evidence globally, every dollar invested in preparedness not only saves lives but also reduces the <\/span><span class=\"s5\">f<\/span><span class=\"s3\">inancing needed for disaster response by at least $4 to $11 million.<\/span><\/p>\n<p class=\"p6\"><span class=\"s3\">On Wednesday, torrential rains and <\/span><span class=\"s5\">f<\/span><span class=\"s3\">loods forced many residents to evacuate, while vehicles were swept away by raging <\/span><span class=\"s5\">f<\/span><span class=\"s3\">loodwaters. <\/span><\/p>\n<p class=\"p6\"><span class=\"s4\">The Marikina River, which spans 16 bridges, reached as high as 20 meters. Its water level rose to 21.5 meters during the 2009 devastation of Typhoon Ondoy, which killed over 700 people, and to 22 meters during 2020\u2019s Typhoon Ulysses, which killed about 100 people.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p6\">The House of Representatives said it will look into the government\u2019s <span class=\"s5\">f<\/span>lood management budget to determine if it was properly spent.<\/p>\n<p class=\"p6\">\u201cWe have to have accountability if the budget [on flood mitigation projects] was spent properly,\u201d Mr. Romualdez said in Filipino, based on a document from his o<span class=\"s5\">ff<\/span>ice. \u201cWe will check [if the budget] was spent e<span class=\"s5\">f<\/span>fectively, e<span class=\"s5\">ff<\/span>iciently, and properly.\u201d<\/p>\n<p class=\"p6\">Senator Maria Imelda Josefa Remedios R. Marcos has said almost P1.4 billion is spent on <span class=\"s5\">f<\/span>lood-control projects daily.<\/p>\n<p class=\"p6\">Her brother, President Ferdinand R. Marcos, Jr., said in his third address to Congress on Monday that the government had already put up 5,500 flood-control projects. \u201cMany more are still under construction.\u201d<\/p>\n<p class=\"p6\">Mr. Romualdez said funding for <span class=\"s5\">f<\/span>lood mitigation projects will remain in the proposed 2025 national budget.<\/p>\n<p class=\"p6\">\u201cOf course, [funding for <span class=\"s5\">f<\/span>lood mitigation projects] will always be there. We just need to update it, check if the projects are effective and whether they were implemented,\u201d he added.<\/p>\n<p class=\"p6\">The Department of Public Works and Highways (DPWH) allocated P244.5 billion for its <span class=\"s5\">f<\/span>lood management program this year, according to a copy of the 2024 General Appropriations Act. It allotted an additional P104.7 billion for the construction and maintenance of <span class=\"s5\">f<\/span>lood mitigation structures protecting public infrastructure.<\/p>\n<p class=\"p6\">\u201cThat is almost P1 billion of funds a day, but they failed catastrophically to do their jobs,\u201d Deputy Minority Leader and Party-list Rep. France L. Castro said in a statement.<\/p>\n<p class=\"p7\"><b>\u2018CHRONIC\u2019 FLOODING<br \/>\n<\/b>Metro Manila has been placed under a state of calamity amid the <span class=\"s5\">massive flooding.<\/span><\/p>\n<p class=\"p6\">Senate President Francis \u201cChiz\u201d G. Escudero said legislators should work to determine why \u2014 over a decade after Typhoon Ondoy \u2014 \u201cchronic, severe flooding continues to afflict the nation\u2019s capital.\u201d<\/p>\n<p class=\"p6\">The capital region has been undergoing a \u201crepetitive cycle\u201d after massive rains, he said.<\/p>\n<p class=\"p6\">\u201cSwaths of the National Capital Region are flooded so work and classes are suspended; we deploy our frontliners who rescue and evacuate affected families; generous volunteers and groups organize donation e<span class=\"s5\">f<\/span>forts and distribute aid; after the rains end, we assess the costs of the damage and evacuees are sent home,\u201d he said in a statement. \u201cRepeat.\u201d<\/p>\n<p class=\"p6\">He urged the DPWH and the Metropolitan Manila Development Authority to work with LGUs in inspecting <span class=\"s5\">f<\/span>looded areas and \u201crecommend medium- and long-term solutions.\u201d<\/p>\n<p class=\"p6\">The senator earlier said 2024 allocation for <span class=\"s8\">f<\/span>lood-control projects was \u201cdisproportionately large\u201d compared with other critical sectors.<\/p>\n<p class=\"p6\">It far \u201cexceeded the allocations\u201d for irrigation (P31 billion) and even the capital outlay budgets of the Department of Agriculture (P40.13 billion) and the Department of Health (P24.57 billion), he noted.<\/p>\n<p class=\"p6\">It also surpassed the proposed budgets of entire departments, including the Department of National Defense (P232.2 billion) and the Department of Social Welfare and Development (P209.9 billion), he added.<\/p>\n<p class=\"p6\"><span class=\"s4\">The Department of Budget and Management (DBM) will submit the proposed P6.352-trillion budget for 2025 to Congress on July 29. <\/span><\/p>\n<p class=\"p6\">Mr. Escudero said the Senate Committee on Public Works, chaired by Senator Ramon \u201cBong\u201d Revilla, Jr., a known ally of the Marcos administration, will conduct an inquiry into the apparent \u201cine<span class=\"s5\">ff<\/span>icacy of the <span class=\"s5\">f<\/span>lood control projects despite the substantial funding.\u201d<\/p>\n<p class=\"p6\">There is a need to increase funding for flood mitigation efforts to support the construction and maintenance of <span class=\"s8\">f<\/span>lood drainage systems, Pangasinan Rep. <span class=\"s5\">Maria Rachel J. Arenas told <i>Busi<\/i><\/span><i>nessWorld<\/i> in a Viber message.<\/p>\n<p class=\"p6\">\u201cWe are actively advocating for increased funding to support the construction and maintenance of flood-mitigation structures and drainage systems such as retention ponds, <span class=\"s5\">f<\/span>loodwalls, levees, and stormwater,\u201d she said.<\/p>\n<p class=\"p6\">There should be new drainage facilities that can withstand disasters, said Ms. Arenas, a vice chairperson of the House Public Works and Highways Committee.<\/p>\n<p class=\"p6\">\u201cWe are committed to implementing resilient design practices in the construction of new drainage facilities to withstand extreme weather events and minimize the impact of <span class=\"s5\">f<\/span>looding.\u201d<\/p>\n<p class=\"p6\">Ms. Cajilig said the government has failed to engage communities that will be most affected by <span class=\"s5\">f<\/span>lood intervention. \u201c[It] ends with the construction of the intervention rather than monitoring long-term impact on areas like housing and livelihood.\u201d<\/p>\n<p class=\"p6\">Mr. Marcos has proposed the implementation of 10 <span class=\"s5\">f<\/span>lood control projects worth P500 billion from 2024 to 2037, including the Central Luzon-Pampanga River Floodway Project, Para\u00f1aque Spillway\/Tunnel Project, Ambal-Simuay River and Rio Grande de Mindanao River Flood Control and Riverbank Protection, and Davao City Flood Control and Drainage Project.<\/p>\n<p class=\"p7\"><b>A SHIFT IN \u2018MINDSET\u2019<br \/>\n<\/b>\u201cThe future is a moving target \u2014 just recently the global warming predictions have been found to be worse than initially thought,\u201d Ms. Cajilig said. \u201cWe need an agile and responsive mindset that is open to change at any time.\u201d<\/p>\n<p class=\"p6\"><span class=\"s3\">Ms. Cajilig said the government needs a \u201cflood management\u201d mindset that opens more possibilities for \u201cnon-structural approaches\u201d like revisiting land use plans and soft-structural approaches like wetland restoration. <\/span><\/p>\n<p class=\"p6\">\u201cThese are less environmentally destructive and are more likely to provide socio-ecological bene<span class=\"s5\">f<\/span>its such as livelihood,\u201d she added. \u201cThey are also premised on the fact that we humans are part of nature, not superior to it.\u201d<\/p>\n<p class=\"p6\">A proposal to implement a National Land Use policy included in the <span class=\"s8\">f<\/span>irst year of the Marcos administration. But it was nowhere to be found in the latest list of over a dozen priority bills that both houses of Congress plan to pass before the midterm elections in 2025.<\/p>\n<p class=\"p6\"><span class=\"s3\">The House already approved the bill on <\/span><span class=\"s5\">f<\/span><span class=\"s3\">inal reading in May last year, while a counterpart measure remains pending in the Senate. <\/span><\/p>\n<p class=\"p6\"><span class=\"s3\">Negros Occidental Rep. Jose Francisco Benitez said the Department of Human Settlements and Urban Development\u2019s land use and urban planning bureau was in the process of \u201ccrafting new guidelines for development of green open spaces and resilient urban design.\u201d <\/span><\/p>\n<p class=\"p6\">\u201cI hope LGUs will apply these new guidelines in updating their Land Use Plans and Comprehensive Development Plans,\u201d he said in an e-mail to <i>BusinessWorld <\/i>sent by his sta<span class=\"s5\">f<\/span>f.<\/p>\n<p class=\"p6\">Mr. Benitez, chair of the House Committee on Housing and Urban Development, also cited the need to promote \u201cbiophilic urbanism,\u201d which calls for nature-based solutions in cities, to \u201csupport natural circularity.\u201d<\/p>\n<p class=\"p6\">\u201cOur cities should be designed to become sponge cities with more porous or permeable surfaces that will allow rainwater to percolate into the soil,\u201d he said.<\/p>\n<p class=\"p6\">The House has already passed a bill mandating cities to invest more in urban greening and climate change adaptation on third and final reading, but it is not among the Marcos administration\u2019s priority legislation.<\/p>\n<p class=\"p6\">Mr. Benitez, meanwhile, urged the government to revisit and fully implement an old law for the development of rainwater harvesting infrastructure or Republic Act No. 6716.<\/p>\n<p class=\"p6\">Renowned Filipino urban planner and architect Felino \u201cJun\u201d A. Palafox, Jr. said he was not surprised with the massive floods because \u201cthe solutions were put forward in the mid-70s,\u201d noting that he had sent recommendations to former four Philippine presidents but to no avail.<\/p>\n<p class=\"p6\">\u201cIt\u2019s 90% less expensive to address the hazards before,\u201d he said in a text message.<\/p>\n<p class=\"p6\">Maria Ela L. Atienza, a political scientist who has conducted research on the impacts of disasters on Philippine communities, said there have been significant improvements after Typhoon Ondoy, including the passage of the Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010. However, she said there is still no national land use plan and climate-centered urban planning and \u201cnot all o<span class=\"s5\">ff<\/span>icials, both national and local, have done well in terms of implementation of the laws.\u201d<\/p>\n<p class=\"p6\">Economic plans and environmental plans have not been integrated properly, she added.<\/p>\n<p class=\"p6\">Ms. Atienza said some LGUs and their constituents have fared relatively well in learning lessons, including Marikina, in introducing preemptive evacuation plans and disaster preparedness. \u201cDeaths have been minimized in succeeding calamities in areas that have prepared well.\u201d<\/p>\n<p class=\"p6\">\u201cThere is still a need to have more integrated plans that combine urban planning, geographic data, climate change and economic growth,\u201d she added, lamenting that the Duterte administration invested more in reclamation projects, infrastructure projects, and economic activities that are \u201cdestructive\u201d and \u201clead to more <span class=\"s5\">f<\/span>looding and other hazards.\u201d<\/p>\n<p class=\"p6\">She also noted that the Duterte administration stopped funding Project NOAH, which was then the Philippines\u2019 primary disaster risk reduction and management program that was initially administered by the Department of Science and Technology from 2012 to 2017 and has since been housed at the University of the Philippines.<\/p>\n<p class=\"p6\">Ms. Atienza also said climate funds have been prone to corruption.
