{"id":19924,"date":"2024-07-26T03:00:32","date_gmt":"2024-07-26T03:00:32","guid":{"rendered":"https:\/\/energybuzz.ph\/staging\/6915\/jica-keen-on-funding-more-road-railway-projects-in-phl\/"},"modified":"2024-07-26T03:00:32","modified_gmt":"2024-07-26T03:00:32","slug":"jica-keen-on-funding-more-road-railway-projects-in-phl","status":"publish","type":"post","link":"https:\/\/energybuzz.ph\/staging\/6915\/jica-keen-on-funding-more-road-railway-projects-in-phl\/","title":{"rendered":"JICA keen on funding more road, railway projects in PHL"},"content":{"rendered":"<div>\n<p class=\"p1\">\n<p class=\"p2\"><span class=\"s1\">THE JAPAN International Cooperation Agency<\/span> (JICA) is keen on providing more funding support for road and railway projects in the Philippines.<\/p>\n<p class=\"p3\">\u201cWe are very keen and enthusiastic not just to maintain but to expand our cooperation with the Philippines as a most reliable partner,\u201d JICA Chief Representative in the Philippines Takema Sakamoto told reporters on the sidelines of a forum on Tuesday.<\/p>\n<p class=\"p3\">\u201cIn the SONA (State of the Nation Address), President Ferdinand R. Marcos, Jr. mentioned several project names we are involved in,\u201d Mr. Sakamoto said, citing the Plaridel Bypass Road, the Metro Manila Subway, and the North-South Commuter Railway (NSCR).<\/p>\n<p class=\"p3\">The Finance department and JICA have already signed loan deals for those projects. However, the huge funding requirements of these projects may require \u201cfurther <span class=\"s3\">f<\/span>inancial intervention\u201d from JICA, he added.<\/p>\n<p class=\"p3\">While JICA has yet to <span class=\"s3\">f<\/span>inalize how much in total loans would be approved this year, Mr. Sakamoto said he hopes it would be higher than the \u00a5300 billion to \u00a5400 billion (around P115 billion to P153 billion) approved last year.<\/p>\n<p class=\"p3\"><span class=\"s4\">\u201cI would like to convince Tokyo to mobilize more money. Of course, it depends on the decision of the government of Japan and taxpayers or the Japanese congressmen. So, I cannot say an exact <\/span><span class=\"s5\">f<\/span><span class=\"s4\">igure or speci<\/span><span class=\"s3\">f<\/span><span class=\"s4\">ic output now,\u201d Mr. Sakamoto said.<\/span><\/p>\n<p class=\"p3\">In March, the Department of Finance (DoF) and JICA signed the third tranche of the loan agreement worth \u00a5150 billion (around P57 billion) for the <span class=\"s6\">f<\/span>irst phase of the Metro Manila Subway Project.<\/p>\n<p class=\"p3\">Both sides also inked a \u00a5100-billion loan agreement that covers the first tranche for the Dalton Pass East Alignment Road Project that will connect San Jose City, Nueva Ecija to Aritao, Nueva Vizcaya.<\/p>\n<p class=\"p3\">JICA has also extended P4.25 billion in funding for the Plaridel Bypass Project-Phase 3, which traverses Balagtas, Guiguinto, Plaridel, Bustos and San Rafael in Bulacan.<\/p>\n<p class=\"p3\"><span class=\"s4\">The P873-billion NSCR is being co-financed by JICA and the Asian Development Bank. The <\/span><span class=\"s2\">147-kilometer NSCR will connect Malolos, Bu<\/span><span class=\"s4\">lacan with Clark International Airport, and <\/span><span class=\"s1\">Tutuban, Manila with Calamba, Laguna. It will <\/span><span class=\"s4\">have 35 stations and three depots. <\/span><\/p>\n<p class=\"p3\">Mr. Sakamoto also emphasized the need to address the persistent tra<span class=\"s3\">ff<\/span>ic congestion in the capital region. An earlier study by the JICA showed tra<span class=\"s3\">ff<\/span>ic congestion costs the Philippine economy P3.5 billion a day.<\/p>\n<p class=\"p3\">\u201cWe need to make (roads) more modernized, in collaboration with a modernized railway system, it\u2019s a combination. For example, feeder transportation should be developed further,\u201d he said.<\/p>\n<p class=\"p3\">Mr. Sakamoto said the condition of roads in Metro Manila is \u201canother very important challenge\u201d that should be tackled. He wants to consult with the Departments of Transportation, Public Works and Highways, and the Metro Manila Development Authority (MMDA) on this matter.<\/p>\n<p class=\"p3\">JICA is also exploring a new technical cooperation with the MMDA that will modernize the latter\u2019s intelligent transport system, Mr. Sakamoto said.<\/p>\n<p class=\"p3\">Last week, JICA and DoTr inked a three-year technical cooperation project that aims to improve the services of public utility vehicles and help decongest Metro Manila.<\/p>\n<p class=\"p3\">The Philippines heavily relies on official development assistance (ODA) to fund key projects amid limited <span class=\"s3\">f<\/span>iscal space.<\/p>\n<p class=\"p3\">Japan was the country\u2019s second-largest source of ODA in 2022, accounting for 30.75% or $9.96 billion of the total, latest data from National Economic and Development Authority showed. <b>\u2014 Beatriz Marie D.
