Atienza, <\/b><\/span><i>Reporter<\/i><\/p>\n<p class=\"p4\">ARTHUR UGBANIEL, a 29-year-old professional who studied to become a chef, has been operating a motorcycle taxi for about a year now, having failed to <span class=\"s2\">f<\/span>ind a job that pays well.<\/p>\n<p class=\"p5\"><span class=\"s1\">\u201cThis is just temporary,\u201d the former call center agent said in an interview while dropping o<\/span><span class=\"s2\">f<\/span><span class=\"s1\">f a passenger in front of a bus station along the EDSA highway near the Philippine capital. \u201cI\u2019m planning to work overseas \u2014 maybe Japan \u2014 where I can get a competitive salary.\u201d <\/span><\/p>\n<p class=\"p5\">The Philippines, which is largely an agricultural nation, has failed to use its vast natural resources to build a solid manufacturing base, which economists said is key to its long-term growth.<\/p>\n<p><a title=\"Scorecard: Philippine Development Plan 2023\u20132028\" href=\"https:\/\/www.flickr.com\/photos\/142608056@N02\/53869830367\/in\/dateposted\/\" data-flickr-embed=\"true\"><img loading=\"lazy\" fetchpriority=\"high\" loading=\"lazy\" fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/energybuzz.ph\/staging\/6915\/wp-content\/uploads\/2024\/07\/53869830367_0edc7db40a_o.jpg\" alt=\"Scorecard: Philippine Development Plan 2023\u20132028\" width=\"2048\" height=\"1149\"><\/a><script async src=\"\/\/embedr.flickr.com\/assets\/client-code.js\" charset=\"utf-8\"><\/script><\/p>\n<p class=\"p5\"><span class=\"s1\">Ferdinand R. Marcos, Jr., who is now in his third year as President and will deliver his State of the Nation Address (SONA) before Congress today (July 22), had promised to boost the agriculture sector and marshal investments for manufacturing, which employs only 8% of the country\u2019s workforce.<\/span><\/p>\n<p class=\"p5\">In May, he vowed to make the Philippines a hub for smart manufacturing, citing its \u201cgeopolitical location, economic engagements and participation in regional agreements.\u201d<\/p>\n<p class=\"p5\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-355538 alignright\" src=\"https:\/\/energybuzz.ph\/staging\/6915\/wp-content\/uploads\/2024\/07\/BW-Bullseye-2020-030420-e1660135233647-1.jpg\" alt=\"\" width=\"300\" height=\"386\" srcset=\"https:\/\/energybuzz.ph\/staging\/6915\/wp-content\/uploads\/2024\/07\/BW-Bullseye-2020-030420-e1660135233647-1.jpg 300w, https:\/\/www.bworldonline.com\/wp-content\/uploads\/2021\/04\/BW-Bullseye-2020-030420-e1660135233647-233x300.jpg 233w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\">The government of Mr. Marcos, whose campaign was centered on a promise of unity and a vow to bring the price of rice to P20 a kilo, targets 6.5-8% economic growth through 2028, while reducing the poverty rate to as low as 8%.<\/p>\n<p class=\"p5\"><span class=\"s1\">These targets are unrealistic, Jesus Felipe, director of the Angelo King Institute for Economic and Business Studies at De La Salle University, said in an e-mail, while faulting the Philippine leader for his populist stance.<\/span><\/p>\n<p class=\"p5\">The only way to achieve these targets is by pursuing industrialization, which does not seem to be a government priority, he added.<\/p>\n<p class=\"p5\">\u201cPerhaps the biggest problem the administration faces is that it started with overly optimistic forecasts for 2023-2028 about growth, income per capita and poverty reduction,\u201d Mr. Felipe said. \u201cThey were and still are no more than a wish list.\u201d<\/p>\n<p class=\"p5\">\u201cWhen one listens to the President or members of the Cabinet, one gets the impression that they are talking about Switzerland, one of the richest countries in the world,\u201d he said.<\/p>\n<p class=\"p5\"><span class=\"s3\">Presidential Communications Office Secretary Cheloy Velicaria-Gara<\/span><span class=\"s2\">f<\/span><span class=\"s3\">il did not immediately reply to a Viber message seeking comment.<\/span><\/p>\n<p class=\"p5\">The World Bank reported the country\u2019s gross national income per capita increased by 7% to $4,230 in 2023, but Mr. Felipe noted that around 80% of Filipinos earn P15,000 a month. \u201cOver 50% of the labor force, or 25 million workers, are employed in agriculture, wholesale and retail trade, and construction at very low wages and productivity. With this employment structure, it is impossible to talk about the Fourth Industrial Revolution or Artificial Intelligence as the future of the country.\u201d<\/p>\n<p class=\"p5\"><span class=\"s1\">Mr. Marcos has gone on more than 20 foreign trips since 2022 \u2014 11 last year and three so far this year \u2014 to attract investments.<\/span><\/p>\n<p class=\"p5\"><span class=\"s4\">\u201cHis traveling all over the world to attract foreign direct investments is bearing more fruit in actual interests being shown, especially by Japanese, South Korean and European investors in <\/span><span class=\"s5\">various infrastructure projects, renewable energy and large-scale agribusiness ventures,\u201d said Bernardo M. Villegas,<\/span><span class=\"s4\"> an economist and professor emeritus at the University of Asia and the Paci<\/span><span class=\"s2\">f<\/span><span class=\"s4\">ic.<\/span><\/p>\n<p class=\"p5\">But bureaucratic red tape that discourages both local and foreign investments remains a problem, he said.<\/p>\n<p class=\"p5\">Data from the Philippine central bank showed foreign direct investments (FDIs) fell by 36.9% to $556 million in April from a year earlier, the lowest in 10 months. In the January-April period, FDI net inflows jumped by 18.7% to $3.525 billion.<\/p>\n<p class=\"p7\"><b>\u2018HIGHEST PRIORITY\u2019<br \/>\n<\/b><span class=\"s1\">Mr. Villegas said the Marcos government is on the right track in addressing food insecurity and in<\/span><span class=\"s2\">f<\/span><span class=\"s1\">lation, which hit 3.7% in June from 3.9% in May and 5.4% a year ago. <\/span><\/p>\n<p class=\"p5\">In<span class=\"s6\">f<\/span>lation-adjusted wages were 17.5% to 24.6% lower than daily minimum wages across the country, according to a <i>BusinessWorld<\/i> Research in June.<\/p>\n<p class=\"p5\">Mr. Villegas said the Marcos government has given the \u201chighest priority\u201d to food inflation, which quickened to 6.5% in June from 6.1% a month earlier, by cutting tariff rates for key farm products including rice.<\/p>\n<p class=\"p5\">\u201cHe has recognized the harsh reality that there are some food items in which we do not have comparative advantage of producing and which have to be imported, despite objections from our farmers,\u201d he said.<\/p>\n<p class=\"p5\"><span class=\"s4\">Executive Order No. 62, which is being challenged by farmer\u2019s groups at the Supreme Court, slashed tariffs on rice imports to 15% from 35% until 2028 as part of a reduced tari<\/span><span class=\"s2\">f<\/span><span class=\"s4\">f regime for other farm products such as pork and corn.<\/span><\/p>\n<p class=\"p5\">\u201cAside from international travels, we saw the initiative to push Charter change as an economic strategy to attract investments when clearly, there are more important policies and issues the government should focus on,\u201d Cielo D. Magno, a professor at the University of the Philippines School of Economics, said in an e-mail.<\/p>\n<p class=\"p5\">Ms. Magno, who served as Finance undersecretary under Mr. Marcos, criticized Finance Secretary Ralph G. Recto\u2019s declaration that no new taxes would be collected.<\/p>\n<p class=\"p5\">\u201cIt\u2019s founded on political interests,\u201d she said, noting that before Mr. Recto took over in December, the Finance department had endorsed higher sin and mining taxes.<\/p>\n<p class=\"p5\"><span class=\"s5\">Ms. Magno, who resigned from the Marcos Cabinet last year after the President imposed a price cap on rice amid spiraling prices, said the failure to manage spending would <\/span><span class=\"s4\">lead to higher de<\/span><span class=\"s2\">f<\/span><span class=\"s4\">icits and debt.<\/span><\/p>\n<p class=\"p5\">The government has also poorly managed the country\u2019s human capital, with no clear direction for the future workforce, she added.<\/p>\n<p class=\"p5\">Filipino students were among the world\u2019s weakest in math, reading and science, according to the 2022 Program for International Student Assessment (PISA). The Philippines ranked 77<sup>th<\/sup> out of 81 countries and performed worse than the global average in all categories.<\/p>\n<p class=\"p5\">Citing the 2022 report, the Organization for Economic Cooperation and Development said 15-year-old Filipino students ranked 63<sup>rd<\/sup> out of 64 countries in terms of creative thinking.<\/p>\n<p class=\"p5\"><span class=\"s3\">Priority bills that seek to fix the deteriorating quality of Philippine education and harmonize enterprise-based education and training programs are pending in both Houses of Congress and are targeted for approval before the end <\/span><span class=\"s1\">of the 19<sup>th<\/sup> Congress in June 2025.<\/span><\/p>\n<p class=\"p5\">Critics have said the Education department had been highly politicized after Mr. Marcos appointed Vice-President Sara Duterte-Carpio, his running mate in 2022, to the post.<\/p>\n<p class=\"p5\">Ms. Carpio resigned from the Cabinet last month amid worsening ties between her family and the Marcos camp.<\/p>\n<p class=\"p5\">Mr. Marcos\u2019 third year in o<span class=\"s2\">ff<\/span>ice is not expected to be easy amid a gloomy outlook for household spending, which grew by 4.6% in the <span class=\"s2\">f<\/span>irst quarter, slower than 5.3% in the fourth quarter and 6.4% a year ago. It was the slowest pace seen since the 4.8% decline in the <span class=\"s2\">f<\/span>irst quarter of 2021 amid a coronavirus pandemic.<\/p>\n<p class=\"p5\"><span class=\"s4\">But his foreign policy appears to be a bright spot amid the growing threat from China, which claims the South China Sea almost in its entirety including waters within the Philippines\u2019 exclusive economic zone (EEZ).<\/span><\/p>\n<p class=\"p5\"><span class=\"s4\">Randy P. Tua\u00f1o, dean of the Ateneo de Manila University School of Government, praised the President\u2019s political pivot away from China to its western allies including the US.<\/span><\/p>\n<p class=\"p5\">\u201cThe President\u2019s performance in terms of dealing with foreign relations and external threats are relatively commendable,\u201d he said in an e-mail.<\/p>\n<p class=\"p5\">\u201cWe have again reestablished our ties with our traditional allies in Asia and in the world, and we have stood up relatively well to threats to our national sovereignty in the West Philippine Sea,\u201d he added, referring to areas of the South China Sea within the Philippines\u2019 EEZ.<\/p>\n<p class=\"p7\"><b>\u2018SENSE OF REALITY\u2019<br \/>\n<\/b>Six of 10 Filipinos were satis<span class=\"s2\">f<\/span>ied with the state\u2019s handling of the sea dispute with China, according to a Social Weather Stations (SWS) poll conducted days after a June 17 stando<span class=\"s2\">f<\/span>f at Second Thomas Shoal.<\/p>\n<p class=\"p5\">\u201cWhile efforts in addressing our national security issues and building an improved business environment are worthy goals, unfortunately, addressing institutional and bureaucratic issues, which are important to improve the delivery of public services, still needs signi<span class=\"s2\">f<\/span>icant attention,\u201d Mr. Tua\u00f1o said.<\/p>\n<p class=\"p5\">\u201cThe bureaucratic rightsizing project has not yet taken o<span class=\"s2\">f<\/span>f and most government departments are still very much top heavy, with numerous undersecretaries and assistant secretaries in place,\u201d he said. \u201cEfforts to strengthen the use of information and communications technology in the delivery of services needs to be addressed.\u201d<\/p>\n<p class=\"p5\">Hansley A. Juliano, who teaches politics at Ateneo, expects Mr. Marcos to become even more populist amid his declining approval and trust ratings, which fell by 2 points and 5 points to 53% and 52% in the latest Pulse Asia Research, Inc. poll.<\/p>\n<p class=\"p5\">He will probably focus on handouts such as cash and food aid rather than build houses and schools, which may take years to <span class=\"s2\">f<\/span>inish, he said in a Facebook Messenger chat.<\/p>\n<p class=\"p5\">Jan Robert R. Go, a political science professor at the University of the Philippines, said the government needs to innovate and shun a \u201cbusiness as usual\u201d attitude in running its a<span class=\"s2\">f<\/span>fairs.<\/p>\n<p class=\"p5\"><span class=\"s3\">Mr. Villegas said Mr. Marcos must increase the country\u2019s savings rate to make long-term capital avail<\/span><span class=\"s4\">able for long-gestating projects.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">\u201cThe government budgets for public education and public health should be increased to match those of the other ASEAN (Association of Southeast Asian Nations) countries in terms of percentage to GDP (gross domestic product) from 3% to at least 6%,\u201d he said. <\/span><\/p>\n<p class=\"p5\">\u201cThere should also be more determined e<span class=\"s2\">f<\/span>forts to uproot corruption in the procurement of government supplies and in the implementation of public work projects,\u201d he added.<\/p>\n<p class=\"p5\">Ms. Magno said the President in his third SONA should rally Congress to boost industries and take a stand against o<span class=\"s2\">f<\/span>fshore gambling <span class=\"s2\">f<\/span>irms, which authorities have linked to crimes.<\/p>\n<p class=\"p5\">\u201cWe don\u2019t hear anything on industrial policy from the President,\u201d she said. \u201cIt\u2019s not enough to travel to attract investments and boost the economy.\u201d<\/p>\n<p class=\"p5\">Mr. Felipe said the President should \u201cbring a sense of reality\u201d to the SONA and avoid creating false expectations. \u201cThe country will continue doing moderately well, but not [at the level] the government claims.\u201d<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<div>ARTHUR UGBANIEL, a 29-year-old professional who studied to become a chef, has been operating a motorcycle taxi for about a year now, having failed to find a job that pays well.<\/div>\n","protected":false},"author":1,"featured_media":19863,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"nf_dc_page":"","footnotes":""},"categories":[1],"tags":[3184,6907,14644,10623,990,319,594,6782,4059,1369],"class_list":["post-19862","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-uncategorized","tag-3rd","tag-address","tag-bworldonline","tag-delivers","tag-get","tag-his","tag-marcos","tag-real","tag-told","tag-year"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.0 -
