{"id":18903,"date":"2024-05-24T03:02:26","date_gmt":"2024-05-24T03:02:26","guid":{"rendered":"https:\/\/energybuzz.ph\/staging\/6915\/budget-surplus-narrows-in-april-as-spending-rises\/"},"modified":"2024-05-24T03:02:26","modified_gmt":"2024-05-24T03:02:26","slug":"budget-surplus-narrows-in-april-as-spending-rises","status":"publish","type":"post","link":"https:\/\/energybuzz.ph\/staging\/6915\/budget-surplus-narrows-in-april-as-spending-rises\/","title":{"rendered":"Budget surplus narrows in April as spending rises"},"content":{"rendered":"<div>\n<p class=\"p2\">By <b>Luisa Maria Jacinta C. <\/b><span class=\"s3\"><b>Jocson, <\/b><\/span><i>Reporter<\/i><\/p>\n<p class=\"p4\"><span class=\"s4\">THE NATIONAL Government\u2019s <\/span>(NG) budget surplus narrowed in April as expenditures surged by 32%, outpacing the 22% rise in revenues, the Bureau of the Treasury said.<\/p>\n<p class=\"p5\"><span class=\"s5\">Data from the BTr showed that the NG\u2019s budget surplus shrank by 36.03% to P42.7 billion in April from the P66.8-billion surplus post<\/span>ed in the same month a year ago.<\/p>\n<p class=\"p5\">Month on month, the budget balance swung to a surplus from the P195.9-billion de<span class=\"s6\">f<\/span>icit in March.<\/p>\n<p class=\"p5\"><a title=\"National Government fiscal performance\" href=\"https:\/\/www.flickr.com\/photos\/142608056@N02\/53741067013\/in\/dateposted\/\" data-flickr-embed=\"true\"><img loading=\"lazy\" fetchpriority=\"high\" loading=\"lazy\" fetchpriority=\"high\" decoding=\"async\" class=\"alignright\" src=\"https:\/\/energybuzz.ph\/staging\/6915\/wp-content\/uploads\/2024\/05\/53741067013_ba0cf7bebb_o.jpg\" alt=\"National Government fiscal performance\" width=\"300\" height=\"2635\"><\/a><script async src=\"\/\/embedr.flickr.com\/assets\/client-code.js\" charset=\"utf-8\"><\/script>State expenditures surged by 32.25% to P494.5 billion in April from P373.9 billion in the same month in 2023.<\/p>\n<p class=\"p5\">\u201cThe expansion was driven by higher releases of the National Tax Allotment (NTA) and subsidies to government- owned and -controlled corporations (GOCCs), including releases to Power Sector Assets and Liabilities Management Corp. (PSALM)\u2026 as well as the release of the 4<sup>th<\/sup> tranche of capitalization of the Coconut Farmers Industry Trust Fund,\u201d the BTr said in a statement.<\/p>\n<p class=\"p5\"><span class=\"s4\">Broken down, interest payments climbed by 45.93% to P67.5 billion in April from P46.3 billion in the same month in 2023. <\/span><\/p>\n<p class=\"p5\"><span class=\"s6\">\u201cThe increase was attributed to the timing of payments for domestic securities and the impact of foreign exchange <\/span><span class=\"s7\">f<\/span><span class=\"s6\">luctuations on foreign borrowings,\u201d the BTr said.<\/span><\/p>\n<p class=\"p5\"><span class=\"s4\">Primary spending, which refers to total expenditures minus interest payments, jumped by 30.32% to P427 billion in April from P327.6 billion a year ago.<\/span><\/p>\n<p class=\"p5\"><span class=\"s4\">Meanwhile, government revenues jumped by 21.9% to P537.2 billion in April from P440.7 billion in the same month a year ago.<\/span><\/p>\n<p class=\"p5\"><span class=\"s4\">\u201cThe increase in tax revenues was fueled by double-digit growth in the collections of revenue collecting agencies while the increase in nontax revenues was due to strong dividend remittance,\u201d the BTr said.<\/span><\/p>\n<p class=\"p5\"><span class=\"s4\">BTr data showed that tax revenues increased by 13.9% to P461.8 billion in April from P405.4 billion a year earlier.<\/span><\/p>\n<p class=\"p5\">The Bureau of Internal Revenue (BIR) collections went up by 12.65% to P378.5 billion, due to an \u201coverperformance in all major tax types compared to the same period in 2023.\u201d<\/p>\n<p class=\"p5\">\u201cBoth income tax and value-added tax (VAT) posted double-digit growth as annual income tax filing and first-quarter 2024 VAT payments are due during the said month,\u201d it added.<\/p>\n<p class=\"p5\"><span class=\"s2\">The Bureau of Customs\u2019 (BoC) revenues <\/span><span class=\"s1\">rose by 19.52% to P80.7 billion in April. <\/span><\/p>\n<p class=\"p5\">Meanwhile, nontax revenues more than doubled to P75.4 billion during the month from P35.3 billion in April 2023.<\/p>\n<p class=\"p5\">Income generated by the BTr soared by 250% to P64 billion in April. This as the Finance department raised the mandatory dividend remittances of GOCCs to the National Government to 75% of their annual net earnings in 2023 from 50% previously.<\/p>\n<p class=\"p5\">Nontax revenues from other o<span class=\"s6\">ff<\/span>ices declined by 32.89% to P11.4 billion from P17 billion last year due to the \u201cone-off remittance of disposition proceeds from the Bases Conversion and Development Authority (BCDA) last year.\u201d<\/p>\n<p class=\"p5\">Security Bank Corp. Chief Economist Robert Dan J. Roces said the budget surplus narrowed in April due to the \u201csignificant acceleration in public expenditures.\u201d<\/p>\n<p class=\"p5\">\u201cThis suggests that the government has been actively investing in various programs and projects, which provides upsides to the gross domestic product (GDP) in 2024; it is expected that government spending will further pick up in the second quarter and beyond,\u201d he said in a Viber message.<\/p>\n<p class=\"p5\">Mr. Roces said the pace and magnitude of state spending will depend on \u201cthe government\u2019s priorities, the absorption capacity of implementing agencies, and the overall <span class=\"s6\">f<\/span>iscal space.\u201d<\/p>\n<p class=\"p5\">Rizal Commercial Banking Corp. Chief Economist Michael L. Ricafort said the surplus was expected since the deadline for the <span class=\"s6\">f<\/span>iling of annual income tax returns was on April 15.<\/p>\n<p class=\"p5\">\u201cHowever, the budget surplus is smaller than a year ago due to faster year on year in government expenditures partly due to higher in<span class=\"s6\">f<\/span>lation, higher interest rates and weaker peso exchange rate that increased the government\u2019s debt servicing costs,\u201d he added.<\/p>\n<p class=\"p5\">Headline inflation quickened for a third straight month to 3.8% in April from 3.7% in March.<\/p>\n<p class=\"p5\">The BSP kept its benchmark rate at a 17-year high of 6.5% for a <span class=\"s6\">f<\/span>ifth straight meeting in May.<\/p>\n<p class=\"p6\"><b>FOUR-MONTH DEFICIT WIDENS<br \/>\n<\/b>In the first four months of the year, the <span class=\"s4\">NG\u2019s fiscal deficit widened to P229.9 <\/span>billion from the P204.1-billion gap a year ago, as revenue and spending grew nearly at the same pace.<\/p>\n<p class=\"p5\">Revenues jumped by 16.8% to P1.47 trillion in the January-to-April period from P1.26 trillion a year ago.<\/p>\n<p class=\"p5\">Tax revenues increased by 13.21% to P1.28 trillion, as BIR revenues rose by 15.35% to P970.3 billion. BoC collections went up by 6.47% to P299.6 billion.<\/p>\n<p class=\"p5\">Nontax revenues surged by 48.8% to P188.8 billion during the period from P126.9 billion a year ago.<\/p>\n<p class=\"p5\">BTr income more than doubled to P136.3 billion due to \u201chigher income from interest on advances and the NG\u2019s share from the Philippine Amusement and Gaming Corp. pro<span class=\"s6\">f<\/span>it which added to the intensi<span class=\"s6\">f<\/span>ied dividend remittance.\u201d<\/p>\n<p class=\"p5\">Income from other offices fell by 24.56% to P52.5 billion in the four-month period \u201cmainly due to one-off remittances of the balance from the Department of Social Welfare and Development\u2019s unconditional cash transfer program and BCDA.\u201d<\/p>\n<p class=\"p5\">Meanwhile, state spending rose by 16.22% to P1.7 trillion from P1.46 trillion in the same period in 2023.<\/p>\n<p class=\"p5\">Interest payments surged by 38.39% to P260.5 billion while primary spending increased by 12.95% to P1.44 trillion.<\/p>\n<p class=\"p5\">\u201cThe increase in the year-to-date budget de<span class=\"s6\">f<\/span>icit\u2026 is a result of the government\u2019s expansionary fiscal policy and consolidation e<span class=\"s6\">f<\/span>forts aimed at supporting the economy,\u201d Mr. Roces said.<\/p>\n<p class=\"p5\">\u201cWhile the de<span class=\"s7\">f<\/span>icit has widened, the NG will seek to strike a balance between providing necessary stimulus and maintaining <span class=\"s6\">f<\/span>iscal sustainability in the medium to long term,\u201d he added.<\/p>\n<p class=\"p5\"><span class=\"s1\">BTr data also showed that the NG\u2019s revenue e<\/span><span class=\"s6\">f<\/span><span class=\"s1\">fort ratio stood at 15.28% in the <\/span><span class=\"s6\">f<\/span><span class=\"s1\">irst quarter. This was better than the 14.58% in the same period a year ago.<\/span><\/p>\n<p class=\"p5\">The government\u2019s tax effort ratio rose to 13.43% in the <span class=\"s6\">f<\/span>irst three months, slightly higher than the 12.95% in 2023.<\/p>\n<p class=\"p5\">Expenditure effort improved to 19.74% as of end-March from 19.4% a year earlier.<\/p>\n<p class=\"p5\">Separate data from the Treasury showed that the deficit-to-GDP ratio stood at 4.46% at the end of March.
