Atienza, <\/b><\/span><i>Reporter<\/i><\/p>\n<p class=\"p4\"><span class=\"s2\">THE PHILIPPINES\u2019 ranking in <\/span>a global good governance index dropped four spots to 67<sup>th<\/sup> out of 100 countries \u2014 its worst showing in three years \u2014 as it scored lower in several indicators including leadership and foresight.<\/p>\n<p class=\"p5\"><span class=\"s2\">It also fared worse in financial stewardship at 0.53 from 0.54 previously, and in global influence and reputation at 0.36 from 0.38 previously, in Chandler Institute of Governance\u2019s Chandler Good Government Index (CGGI).\u00a0<\/span><\/p>\n<p class=\"p5\">The Philippines\u2019 score in helping people rise improved to 0.55 from 0.38, while it scored higher as an attractive marketplace to 0.56 from 0.53 last year, according to a report posted by the Chandler Institute on its website on Wednesday.<\/p>\n<p class=\"p5\"><a title=\"Philippines slips in 2024 Chandler Good Government Index\" href=\"https:\/\/www.flickr.com\/photos\/142608056@N02\/53722970473\/in\/photostream\/\" data-flickr-embed=\"true\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/energybuzz.ph\/staging\/6915\/wp-content\/uploads\/2024\/05\/53722970473_07fd235415_o.jpg\" alt=\"Philippines slips in 2024 Chandler Good Government Index\" width=\"300\" height=\"3266\"><\/a><script async src=\"\/\/embedr.flickr.com\/assets\/client-code.js\" charset=\"utf-8\"><\/script>The country\u2019s scores for strong institutions and robust laws and policies were unchanged at 0.46 and 0.47.<\/p>\n<p class=\"p5\">In Southeast Asia, there was a broad sense of progress in helping people rise from 2021 to 2024, the report said.<\/p>\n<p class=\"p5\">In the helping people rise pillar, the Philippines was recognized for e<span class=\"s2\">f<\/span>forts in health along with Malaysia and for income distribution along with Vietnam. Other indicators include education, satisfaction with public services, and personal safety.<\/p>\n<p class=\"p5\">\u201cIn other words, Southeast Asian countries have made strong progress across a number of outcome-related indicators,\u201d the report said.<\/p>\n<p class=\"p5\">\u201cIt is possible this sense of national momentum and progress enhances citizens\u2019 satisfaction with their country\u2019s public services and general governance.\u201d<\/p>\n<p class=\"p5\">Singapore topped the index, followed by Denmark (2<sup>nd<\/sup>), Finland (3<sup>rd<\/sup>), Switzerland (4<sup>th<\/sup>), Norway (5<sup>th<\/sup>), Sweden (6<sup>th<\/sup>), Luxembourg (7<sup>th<\/sup>), Germany (8<sup>th<\/sup>), the Netherlands (9<sup>th<\/sup>), and Ireland (10<sup>th<\/sup>).<\/p>\n<p class=\"p5\">In the East and Southeast Asia region, the Philippines lagged behind Singapore, South Korea (20<sup>th<\/sup>), Japan (22<sup>nd<\/sup>), China (37<sup>th<\/sup>), Malaysia (39<sup>th<\/sup>), Indonesia (48<sup>th<\/sup>), Vietnam (50<sup>th<\/sup>) and Thailand (54<sup>th<\/sup>).<\/p>\n<p class=\"p5\">The Philippines was only ahead of Mongolia (77<sup>th<\/sup>) and Cambodia (90<sup>th<\/sup>).<\/p>\n<p class=\"p5\">The Philippines\u2019 failure to improve significantly in the index against the backdrop of poor performance in leadership and foresight reflects the country\u2019s \u2018lukewarm\u2019 government performance,\u201d said Emy Ruth Gianan, who teaches economics at Polytechnic University of the Philippines.<\/p>\n<p class=\"p5\"><span class=\"s2\">\u201cIn a sense, it has been our operation for the past decades. We rely on incremental policy development, waiting for years before more progressive and inclusive laws are in place,\u201d she said in a Facebook Messenger chat.<\/span><\/p>\n<p class=\"p5\">She cited the country\u2019s poor accountability measures, with many Filipinos not demanding much from their local and national leaders.<\/p>\n<p class=\"p5\">\u201cWe also cannot participate in these kinds of discourse fully because we need to meet our basic needs first,\u201d she said. \u201cBoth challenges reinforce each other, creating that room for a mid-performance in governance.\u201d<\/p>\n<p class=\"p5\">Ms. Gianan said the Philippines, whose score in financial stewardship saw a major decline, has yet to implement \u201cmore e<span class=\"s2\">f<\/span>fective tax systems that could fund much needed welfare improvement.\u201d<\/p>\n<p class=\"p5\"><span class=\"s3\">\u201cOur economic hubs, while improving, have yet to reach the level of competitiveness of our regional neighbors,\u201d she added.<\/span><\/p>\n<p class=\"p5\">Leonardo A. Lanzona, an economics professor at Ateneo de Manila University, said the Philippines\u2019 worsening performance in the good governance index is a manifestation of \u201cinstitutional deterioration we have been feeling since the Duterte administration.\u201d<\/p>\n<p class=\"p5\">\u201cAs both local and global conditions change, the government has not met the growing demands of people, except to o<span class=\"s2\">f<\/span>fer a helping hand during periods of crisis,\u201d he said via Messenger chat.<\/p>\n<p class=\"p5\"><span class=\"s4\">President Ferdinand R. Marcos, Jr.<\/span> was elected in 2022 as the country was recovering from the impact of the COVID-19 pandemic, which pushed the Philippines in 2020 to its deepest recession in postwar history.<\/p>\n<p class=\"p5\"><span class=\"s2\">\u201cThere is a mistaken notion that everything should be initiated by the government, resulting in an almost full acceptance of its policies,\u201d Mr. Lanzona said.<\/span><\/p>\n<p class=\"p5\"><span class=\"s3\">Just like its predecessor, the current administration, despite the abundance of technocrats, has been \u201cunable to offer much direction and solutions to current problems and to improving institutional quality,\u201d he said. <\/span><\/p>\n<p class=\"p5\">\u201cIn the process, corruption and poor governance continued to prevail. Thus, the Filipino has never been allowed to reach his or her full potential,\u201d he added.<\/p>\n<p class=\"p5\">\u201cDespite having the highest growth rate in Southeast Asia (due mainly to base e<span class=\"s2\">f<\/span>fects), the Philippines continues to be a laggard in the region.\u201d<\/p>\n<p class=\"p5\">Philippine gross domestic product expanded by 5.7% in the <span class=\"s2\">f<\/span>irst quarter, slightly faster than the 5.5% in the fourth quarter of 2023 but below the government\u2019s 6-7% target.<\/p>\n<p class=\"p5\">The Philippines\u2019 <span class=\"s3\">f<\/span>irst-quarter growth is about the same as Vietnam\u2019s 5.6% and ahead of China\u2019s 5.3%, Indonesia\u2019s 5.1% and Malaysia\u2019s 3.9%.<\/p>\n<p class=\"p5\">The Philippines aims to be an upper middle-income economy by 2027.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<div>THE PHILIPPINES\u2019 ranking in a global good governance index dropped four spots to 67th out of 100 countries \u2014 its worst showing in three years \u2014 as it scored lower in several indicators including leadership and foresight.<\/div>\n","protected":false},"author":1,"featured_media":18779,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"nf_dc_page":"","footnotes":""},"categories":[1],"tags":[14644,3461,2195,7677,7591,130,1572,4397,1839,11],"class_list":["post-18778","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-uncategorized","tag-bworldonline","tag-falls","tag-good","tag-governance","tag-index","tag-its","tag-philippines","tag-ranking","tag-worst","tag-years"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.0 -
