{"id":18654,"date":"2024-05-08T03:00:25","date_gmt":"2024-05-08T03:00:25","guid":{"rendered":"https:\/\/energybuzz.ph\/staging\/6915\/two-house-committees-approve-amendments-to-rice-tariffication-law\/"},"modified":"2024-05-08T03:00:25","modified_gmt":"2024-05-08T03:00:25","slug":"two-house-committees-approve-amendments-to-rice-tariffication-law","status":"publish","type":"post","link":"https:\/\/energybuzz.ph\/staging\/6915\/two-house-committees-approve-amendments-to-rice-tariffication-law\/","title":{"rendered":"Two House committees approve amendments to Rice Tariffication Law"},"content":{"rendered":"<div>\n<p class=\"p2\"><span class=\"s2\">TWO COMMITTEES at the House of Representatives on Tuesday approved the proposed amendments <\/span><span class=\"s3\">to the Rice Tariffication Law of <\/span><span class=\"s2\">2019.<\/span><\/p>\n<p class=\"p3\">The House committees on Agriculture and Food and Ways and Means on Tuesday in separate hearings okayed the amendments, with several measures on the amendments set to be consolidated into a substitute bill.<\/p>\n<p class=\"p3\"><span class=\"s4\">The unnumbered substitute bill will have to go through the Appropriations Committee before being deliberated in the plenary, Quezon Rep. Wilfrido Mark M. Enverga, who chairs the Agriculture Committee, told reporters on the sidelines of their panel hearing.<\/span><\/p>\n<p><a title=\"Rice inflation eases in April\" href=\"https:\/\/www.flickr.com\/photos\/142608056@N02\/53703944677\/in\/photostream\/\" data-flickr-embed=\"true\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/energybuzz.ph\/staging\/6915\/wp-content\/uploads\/2024\/05\/53703944677_85a29b67a5_o.jpg\" alt=\"Rice inflation eases in April\" width=\"2048\" height=\"1124\"><\/a><script async src=\"\/\/embedr.flickr.com\/assets\/client-code.js\" charset=\"utf-8\"><\/script><\/p>\n<p class=\"p3\">The approved amendments include a provision allowing the National Food Authority (NFA) to sell rice to retailers, Marikina Rep. Stella Luz A. Quimbo said in a chance interview, as well as a proposal to increase the annual funding of the Rice Competitive Enhancement Fund (RCEF) to P15 billion from P10 billion.<\/p>\n<p class=\"p3\">\u201cRight now, the NFA can only sell (rice) to local government units,\u201d Ms. Quimbo said. \u201cWe expanded the list of distribution outlets so they can sell to other entities, to more retail outlets.\u201d<\/p>\n<p class=\"p3\">\u201cRice inflation is still high,\u201d Ms. Quimbo said in mixed English and Filipino. \u201cIt\u2019s about time that we passed\u2026 the amendments to the Rice Tari<span class=\"s5\">ff<\/span>ication Law, which expands the power of the NFA so they can intervene in situations where we have extraordinary price increases.\u201d<\/p>\n<p class=\"p3\">The House is currently fast-tracking its deliberations on amendments to the law, with President Ferdinand R. Marcos, Jr. on Monday saying he would certify the proposal as urgent, in a bid to lower retail prices of rice products in the market.<\/p>\n<p class=\"p3\">House Speaker and Leyte Rep. Ferdinand Martin G. Romualdez last week said amending the Rice Tariffication Law to allow the NFA to buy rice directly from producers would reduce rice prices by as much as P10 to P15 per kilo.<\/p>\n<p class=\"p3\">Changes to the law would also include allowing the NFA to import rice, Ms. Quimbo said.<\/p>\n<p class=\"p3\">\u201c(The NFA) can rely on importing rice as a last resort if they can no longer buy rice locally,\u201d she said.<\/p>\n<p class=\"p3\">Ms. Quimbo said the proposed measure also seeks to increase the annual funding allocation to RCEF to P15 billion as rice tari<span class=\"s5\">f<\/span>f revenues from imports reached around P30 billion in 2023.<\/p>\n<p class=\"p3\">The bill expands the NFA\u2019s regulatory functions to include warehouse monitoring to prevent rice stock hoarding, she added.<\/p>\n<p class=\"p3\">\u201cWe expanded the regular mandate of the NFA to include warehousing,\u201d Ms. Quimbo said. \u201cThis is one of the \u201choles\u201d of the Rice Tariffication Law, where the functions of the NFA were removed and not transferred to other agencies.\u201d<\/p>\n<p class=\"p3\"><span class=\"s4\">Antonio A. Ligon, a law and business professor at De La Salle University in Manila, said allowing the NFA to sell to consumers directly will lead to cheaper prices. <\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cFor one, the distribution costs will be lessened as you eliminate other conduits in the sale of rice,\u201d he said in a Viber message.\u00a0<\/span><\/p>\n<p class=\"p3\">Meanwhile, Monetary Board member Bruce J. Tolentino said lawmakers should consider the NFA\u2019s history in deliberating the proposed amendments as the agency was \u201cnever successful in \u2018buying high\u2019 from all farmers, or \u2018selling low\u2019 to all consumers.\u201d<\/p>\n<p class=\"p3\">Only \u201cvery few favored farmers and consumers benefited\u201d from the NFA\u2019s precious buying power, he added.<\/p>\n<p class=\"p3\">\u201cAnd NFA\u2019s operations cost the Philippine budget a huge amount of money and borrowing, a signi<span class=\"s3\">f<\/span>icant chunk of debt which today remains unpaid,\u201d Mr. Tolentino said.<\/p>\n<p class=\"p3\">Debt incurred by the NFA swelled to P165.6 billion from 2000 to 2010 from P5.7 billion from the 1970s until 1998 as the administration of former President Gloria Macapagal-Arroyo gave the agency the power to buy palay at a high price and sell rice at a low price. This, against the backdrop of record 2.35 million metric tons of rice imports.<\/p>\n<p class=\"p3\">\u201cThe Philippines has the full history and experience with NFA and its performance, cost, and impact on rice prices for both consumers and farmers from the post-World War II years all the way to 2019,\u201d Mr. Tolentino added.<\/p>\n<p class=\"p3\">\u201cCongress also has the full record of the legislative investigations and discussions leading up to the passage of the Rice Tarif<span class=\"s5\">f<\/span>ication Law,\u201d he said. \u201cI hope and trust that the lawmakers make use of the documentation and analysis as they tackle this important and consequential problem.\u201d \u2014 <b>Kenneth Christiane L.
