The Ecuadorian Government, through the Electric Corporation of Ecuador (CELEC), has published an invitation for Expressions of Interest (EOI) and financial proposals for consulting services for the construction of a geothermal power plant at the Chachimbiro site in Ecuador.

The period for the preparation and submission of proposals will be until the 9th of August 2024.

The consultant is expected to conduct the following activities:

  • Planning and detailed preparation of the Field Development Phase and supervision of the execution of works (Drilling services);
  • Assistance to CELEC EP in the preparation and pre-contractual phase during the bidding process for contracting drilling services, including the preparation of documents, technical specifications, budget, and any other required documents, as well as counseling during the qualification of interested parties;
  • Basic design of the 13.8kV transmission line for the wellhead plant;
  • Preparation of the Environmental Management Plan, Environmental Monitoring Plan, and Environmental Impact Study;
  • Engineering, procurement, Implementation and construction of a wellhead plant of up to 5 MW;
  • Execution of reservoir tests with generation at the wellhead (up to 5 MW);
  • Basic design for the construction of the steam hauling system, transmission line and 50 MW geothermal power generation plan, detailed design of additional necessary wells, and the corresponding continuous transfer of knowledge.

The term for the provision of consulting services will be around fifty-six (56) months plus twelve (12) additional months as a liability period for defects.

Geoscientific studies done in 2011 to 2012 at the Chachimbiro geothermal site in the Imbabura province in northern Ecuador indicate a resource with temperatures of 225 to 235 °C.  Complementary studies were then done to further evaluate the resource and an exploratory well PEC1 was drilled to a depth of 2000 meters. Based on the results, it was proposed to proceed to a field development study and design of the geothermal power plant.

Phase 1 of the project thus proposes the drilling of 4 production wells and 1 reinjection well, as well as the construction of a maximum 5-MW wellhead generation unit as a test plant. Phase 2 will proceed with the drilling of additional wells and the construction of a steam gathering system and a 50-MW geothermal power plant.

Earlier this year, the Inter-American Development Bank (IADB) held a tender for consulting services for a geothermal development plan in Ecuador.
